Bike Lane Capacity?

Why does MC funding methodology assume that the vehicle capacity of a bike lane is 60 vehicles/hour? A bike lane can only handle 1 bicycle /minute? This is surely an underestimate… For comparison, the assumed vehicle capacity of an arterial through lane is 600 vehicles/hour.

It demonstrates an institutional modal bias and a funding process that discounts the ability of bicycle lanes to move vehicles & people. It’s not surprising, then, that bike lane projects have a hard time securing federal funding when competing against typical roadway projects.
